The very core of Maximalism is mixing patterns in a way that doesn’t end up looking like chaos. The rule of thumb here is to mix patterns while maintaining a common color thread. Try mixing stripes, florals and abstract prints or even geometric rugs and patterned bedding. Don’t overthink it, just go for it.
More than the layers, you also want to think about the textures. After all, Maximalism isn’t just the visuals. Try adding some soft rugs and curtains with movement.

One key area that defined the 90s was the walls. I’m talking posters, prints, quotes and anything else that could go up on your wall. Now this is an entirely personal choice, and you, and you alone, know what you want to add for nostalgia. A Backstreet Boys poster will not mean the same thing for you as it does for me, for example.
